The Licensing of Builders Scheme is part of BCA’s long-term plan to upgrade the safety and quality of the construction sector while raising professionalism by requiring minimum standards of management, safety record and financial solvency.

Who needs a license

Builders who:

  • Are carrying out building works where plans are required to be approved by the Commissioner of Building Control.
  • Work in specialist areas, which have a high impact on public safety.

Note: The requirement applies to both public and private construction projects.

Appoint an Approved Person (AP)

The AP will take charge and direct the management of the business in building works.

The AP must be:

  • The sole proprietor in a sole proprietorship
  • One of the partners in a partnership
  • A director, member of the board of management or an employee (being a person with similar duties and responsibilities of the aforementioned roles) in a corporation

The AP must also possess the right qualifications and experience.

Appoint a Technical Controller (TC)

The TC will oversee the execution and performance of any building works undertaken by the builder.

For specialist builders, the TC appointed must possess a civil or structural engineering degree from a recognised institution and have the right qualifications and experience.

Resident Engineers must meet acceptable qualifications set by BCA.

Meet minimum paid-up capital (for corporations only)

Class 1 General Builder: not less than $300,000

Class 2 General Builder or Specialist Builder: not less than $25,000

Note: Validity of license is up to 3 years.

IMPORTANT NOTICE

E-Application of Qualified Driving Licence (only for Singapore Citizens, Singapore Permanent Residents and foreigners who had passed the practical test at any of the 3 Traffic Police Test Centres)

Singapore Citizens and Permanent Residents who had passed their practical test are required to apply and make payment for their Qualified Driving Licence (QDL) online using their own Singpass account via this e-Service). Payment of S$50 for application of QDL must be made online using only eNETS or credit card. Before using this e-Service, members of public must first ensure that they had taken their digital photograph at the driving centre where they had passed their practical test as this digital photograph will be used to print on their photo card driving licence. You are advised to take the digital photograph at the driving centre before you book your practical test so that your digital photograph will be made available in the system and you can immediately apply for QDL online once you pass the practical test. Once you have applied and make successful payment for your QDL online, your photo card driving licence will be mailed to you via registered post within 7 working days. Please note that if you do not apply and make successful payment for your QDL online, you will not be allowed to drive or ride. Do note that driving or riding without a valid driving licence is a serious offence and offenders will be prosecuted in Court.

If you already possess an existing valid Singapore driving licence and had just passed another class of driving licence, you do not need to take a digital photograph at the driving centre and apply for your QDL. After you had passed the practical test, the driving tester at the Traffic Police Test Centre will assist to paste an endorsement sticker (with the new class of QDL that you had passed) at the back of your existing valid Singapore photo card driving licence. There is no fee charged for the endorsement of your new class of driving licence. Please note that if you do not endorse your QDL, you will not be allowed to drive or ride. Do note that driving or riding without a valid driving licence is a serious offence and offenders will be prosecuted in Court.

Foreigners holding valid work passes issued by the Ministry of Manpower (MOM) or Student/Long-Term Visit passes issued by the Immigration & Checkpoints Authority (ICA) who had passed their practical test at any of the 3 Traffic Police Test Centres are also required to apply for their QDL online using their own Singpass account.

Foreigners who had passed the practical test but are not eligible to apply for Singpass (e.g. work permit holders and student pass holders), you are required to apply for QDL online via this e-Service using your FIN number, Date of Birth and card serial number for log in. 

Please note that if you do not apply and make successful payment for your QDL online, you will not be allowed to drive or ride. Do note that driving or riding without a valid driving licence is a serious offence and offenders will be prosecuted in Court.

E-Replacement of Qualified Driving Licence

Singapore Citizens and Permanent Residents who had lost their existing valid Singapore driving licence or their existing valid Singapore driving licence is already defaced, you are required to apply online for a replacement of your driving licence using your own Singpass account via this e-Service. Payment of S$25 using eNETS or credit card for application of replacement of QDL will need to be made online. You do not need to submit a new photograph as your existing photograph in the system will be used to print on to your new Singapore photo card driving licence.

You will need to return your original Singapore driving licence to Traffic Police within 7 days upon receipt of your replacement driving licence or upon discovery of your lost original driving licence. You can either drop your original photo-card driving licence in the drop box provided at Traffic Police Headquarters or send your original driving licence via registered mail to: Testing & Licensing Branch, Traffic Police Headquarters, 10 Ubi Ave 3, Singapore 408865.
